Limit restore of queue

Performance degrades when an extreme large number of items are in the queue. Two settings have been added to prevent the queue from overloading the system while restoring sessions. Restoring happens after the DialogueManager has been (re)started. It is triggered by the WebAgentService which sends its connection status to the DashboardService to the DialogueManager.

How to enable

The plugin settings RestoreTake and RestoreThreshold have been added in the DialogueManager scope. A cycle date is used to help keep the order of restoring which means it will prevent the same from restoring each time the queue drops below the threshold. This in turn will give other UCCs a chance to restore too.

Important

Some conversations will be held back from entering the queue if the number of items in queue was higher than RestoreThreshold before the (re)start of the systems. These conversations will be restored once enough conversations from the queue have been handled. See description of RestoreThreshold.
